The Opportunity

WSDOT is currently seeking a skilled Transportation Planning Specialist 5 to serve as a Landscape and Roadside Restoration Program Lead - Landscape Architect in the Olympic Region. The Landscape and Roadside Restoration Program Lead is a registered Landscape Architect providing management of and technical expertise for roadside restoration services to the Olympic Region. This program supports Project Development, Construction, and Maintenance and Operations. This position manages the Olympic Region Roadside and Site Development unit ensuring fulfillment of WSDOT policy as outlined in the Roadside Policy Manual (RPM). This includes responsibility for coordinating the visual element within the highway corridors, ensuring scheduling, funding and overseeing the development and preparation of roadside preservation, restoration, and enhancement projects. This position has the stamping authority for contract plans and technical expertise reports produced in conjunction with the program.

What to Expect

Among the varied range of responsibilities held within this role, the Landscape Architect will:

  • Manage the Roadside and Site Development program including preparation of workforce projections and oversight of fiscal controls for projects from estimation to expenditure.
  • Supervise and direct the landscape team, composed of WSDOT and contractor staff, in the development and preparation of roadside preservation, restoration, mitigation, and enhancement projects.
  • Assist the Region Restoration Crew for roadside development, restoration, and establishment projects through supervision of the Roadside Restoration Crew manager.
  • Adjust assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
  • Ensure projects are completed on time and within budget.
  • Track Vegetation Mitigation funds from estimation to completion.
  • Work with the EHS Org and or Asst. Org Manager to obtain work orders to perform work associated with the program.
  • Work with the Org and Asst Org manager(s) to ensure funds are used in accordance with Federal, State and Agency requirements.
  • Independently develops, prepares, and administers roadside preservation, restoration, mitigation, and enhancement projects.
  • Ensures quality assurance and control for all projects.
  • Signs landscape architecture contract plans as needed.
  • Reviews and approve roadside work plans

Qualifications

To be considered for this opportunity, the following are required :

  • Registration as a Landscape Architect in Washington State.

AND

  • A bachelors degree involving major study in transportation, landscape architecture, environmental or urban regional or land use planning, engineering, or natural or physical sciences

AND

  • Four (4) years professional transportation experience involving analysis and evaluation of transportation issues and problems. Analysis of environmental issues and problems that involve transportation issues will also be considered qualifying experience. Note: A masters degree in the above fields will substitute for one year of the required experience. An equivalent combination of education/experience may also be accepted.

OR

  • Registration as a Landscape Architect in Washington State.

AND

  • Two (2) years as Transportation Planning Specialist 3, Transportation Engineer 3, equivalent classification.

In addition to the above, the following knowledge, competencies, and skills are also required:

  • Three (3) years experience evaluating construction and maintenance proposals as they relate to roadside functions, visual quality, wetland and stream issues, erosion control, landscape principles and practices and develop professional recommendations and analyses.
  • Advanced skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.
  • Demonstrated experience in the use of professional landscape architectural practices.
  • Valid driver's license.

It is preferred that qualified candidates also have:

  • Certification as an International Society of Arboriculture (ISA) Certified Arborist
  • Demonstrated ability using DNR Forest Practice Application Review System (FPARS)
  • Experience with design-build contracting and RFP preparation.
