Help

Major duties and responsibilities include but not limited to:

Planning, scheduling, and setting priorities for work assignments

Reviewing and analyzing records and reports of work production, costs, and equipment and staff resource utilization to evaluate progress and to control or reduce costs

Establishing performance standards and evaluating the performance of subordinate leader and employees

Planning, coordinating, and supervising all snow removal operations on the facility during the winter seasons

Providing technical and administrative supervision over subordinates of Grounds Crew under authority delegated by the Chief Engineer

Determining the action necessary in the development of and completion of all tasks performed by Motor Vehicle Operators and Laborer

Performing a full range of grounds keeping duties including equipment and hand tools maintenance, seasonal grounds maintenance, general landscaping maintenance, etc.

Performing all phases of moving furniture and supplies for FMS throughout the hospital and the loading and unloading of construction materials, supplies, and equipment

Performing Contracting Officers Representative duties (e.g., reviewing contractor's activity plans, specifications, and cost estimates; developing contracting packages for equipment and supplies;

Performing scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction

Overseeing construction and contracting work and serving as technical authority providing expert advice in the administration of projects contracts that fill under the responsibility of the Facility Site Services Section

Monitoring completion of job and equipment maintenance records completely and accurately

Participating in formal, partial, and final inspections of site landscaping construction projects

Reviewing the performance of maintenance and repair, including preventive maintenance, installation and modification on all equipment utilized by the grounds department

Reviewing maintenance, construction, and service contract site work for workmanship, materials, systems testing and general methods of completion and providing written documentation of deficiencies

Performing other duties as assigned

Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

Physical Effort: Exerts very heavy physical effort when moving furniture (lifts up to 100 pounds), handling 60-pound bags of salt, and operating the jackhammer. Operates power mowers on steep slopes and grades and pushes wheel barrel loads of cement, stone, and mulch. Required to perform frequent walking, bending, stooping, and reaching. May require heavy physical effort when shoveling snow in the winter.

Working Conditions: Works mostly outside and operates equipment and vehicles in all kinds of weather (sunshine, rain, sleet, snow, etc.) for long periods of time. In danger of objects and debris hitting him / herself when operating power mowers and trimmers and possibility of cuts and bruises. Special care and safety equipment must be used to avoid serious injuries. During winter season, exposure to temperatures below 32 degrees F when performing snow removal duties. During summer season, exposure to temperatures above 90 degrees F. Wear prescribed uniform in accordance with MC dress code policy and uses appropriate personal protective safety equipment as required.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements.
