Hiring Range: $50,615 -$53,145
The Grounds and Streets Supervisor oversees the maintenance of town streets and grounds, including public spaces, parks, sidewalks, rights-of-way, parking lots, beach accesses, and solid waste crews. This position involves managing and completing construction projects and related maintenance tasks.
As a working supervisor, the duties include scheduling and assigning work, inspecting all maintained areas, assisting crews, managing and training staff, conducting performance evaluations, and making recommendations for hiring and termination. The supervisor also meets with citizens to address concerns, collaborates with contractors, and collects bids for construction projects. These duties and responsibilities are not intended to be all-inclusive. The employee may perform other related duties as negotiated to meet the town's ongoing needs .
  • Supervises crew by training employees, assisting in landscape maintenance, observing employees, providing daily task lists, ensuring compliance with policies and procedures, and ensuring equipment maintenance for all divisions under this position.
  • Oversees and assists with street maintenance and repairs, monitors the condition of street signs, and recommends them for replacement as needed.
  • Oversees and assists with landscape and irrigation plan design and implementation, including inspecting drawings and applying applicable regulatory provisions, transporting and operating heavy equipment, and directing installation and maintenance.
  • Coordinates ongoing programs, including turf management, pest management, and fertilizing, by developing long-term objectives and daily schedules.
  • Maintains records on operations regarding data on safety issues and chemical inventories required by environmental protection standards.
  • Performs administrative duties such as utilizing a computer to research and complete projects, typing, copying, and faxing materials as needed, updating files and work logs, responding to inquiries in person, over the phone, or via email, planning for future maintenance needs, and making recommendations for construction projects and purchases.
  • Supervises and assists with the maintenance of all beach accesses.
  • Selects, purchases, and maintains the inventory of the Streets and Grounds divisions equipment and supplies.
  • Manages staff by scheduling, disciplining, conducting performance evaluations, and providing input in recruiting, hiring, and promoting.
  • Monitor workorder system to ensure tasks are completed and documented
  • Performs inspections, preventative and routine maintenance, and basic repairs on facilities, grounds, tools, and equipment.
  • Oversees playground equipment monitoring and inspections and collaborates with vendors to schedule maintenance and repair.
  • Performs construction and repair work in specific areas by operating heavy equipment such as backhoes and tractors and building and repairing irrigation systems.
  • Ensures compliance with OSHA safety standards by researching standards, conducting safety meetings, maintaining the appropriate documentation, and reporting issues to the Facilities and Grounds Director.
  • Monitors the use and return of maintenance equipment, reporting damages and losses to the Facilities and Grounds Director.
  • Assists with special events by transporting and installing equipment, supplies, and signage, and directing traffic as needed.
  • Greets participants and enforces grounds regulations and policies.
  • Assists other units with stormwater systems, truck driving, and maintenance as needed.
  • Works irregular hours, including weekends, holidays, and extended hours as needed.
  • Performs work during emergency/disaster situations.
  • Performs other duties of a similar nature or level as assigned.
Qualifications
Education and Experience
Associate degree in a technical or vocational field and five (5) years of relevant work experience, including two (2) years of supervisory and managerial experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.

Licenses and Professional Certifications
  • NC Driver License
  • NC Commercial Driver License (preferred)
  • NC Pesticide Applicator License (preferred within 1 year of employment)
  • Certified Playground Safety Inspector Certification (preferred within 1 year of employment)

Knowledge, Skills, and Abilities
Knowledge of the equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities; principles and practices of effective supervision and administration; horticulture concepts; landscaping techniques; training techniques; general mechanical concepts; turf management techniques; herbicides, fertilizers and pesticides; techniques for safe operation of heavy equipment; environmental regulations related to pesticides; irrigation concepts; pruning and trimming techniques; grass varieties and care techniques; athletic field preparation techniques; park maintenance; playground safety requirements; general safety requirements; and basic streets maintenance techniques.
Skilled in training and supervising subordinate personnel; driving a vehicle; operating heavy equipment; reading landscape architecture drawings; choosing appropriate plants and trees; maintaining records of safety data; designing, installing, and maintaining irrigation systems; implementing a landscape plan; using hand and power tools; planting trees and shrubs; overseeing programs for grass care; transporting and installing landscape materials; applying pesticides, fertilizers and herbicides; using computers and software applications and keeping records; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Ability to represent the Town professionally and respectfully while interacting with a diverse set of individuals within the workplace and the community. Working Conditions
Employee is subject to inside environmental conditions having the lighting, temperature, and noise of an open floor-plan office environment. The employee is also exposed to outdoor conditions and may be frequently exposed to weather elements including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, fumes and smoke, intense heat, electrical hazards, confined or high workplaces, dangerous animals, extremely loud noises, hazards of working in and near traffic, and natural and man-made disasters.

Physical Requirements
A portion of work is performed within an office environment and frequently includes the operation of a computer. The employee must read, write, and interact with others in person, over the phone, and via other devices. The employee may move about within the facility to access file cabinets, documents, office machinery, and other equipment. Travel is required daily to outside sites in order to perform the duties described above, as well as to attend meetings, trainings, events, and other business activities. Work may require walking, standing, bending, crouching, crawling, lifting, carrying, and/or moving equipment, pushing, and pulling various objects, climbing stairs and ladders, and operating assigned equipment including motor vehicles. Must be able to perform medium to heavy work exerting up to 75 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
